Homeless, jobless, etc in United States

My question to all the candidates is; why are we spending millions or even billion of dollars to helping other country. It seems like when tragedy hit other country we are the first one to help (which is good). But when tragedy hit us the government is very strict and slow (like rebuilding New Orleans). The US citizens are homeless, jobless, uninsured, and people are living pay check to pay check. What steps are candidate willing to do in order for the US citizens to come first in case of tragedy and everyday life? We should come first since we live in one of the most riches and powerful country in the world.
